Bug Description

- GNU Arm Embedded Toolchain version 8-2019-q3-update
- Windows 10 1903
- Running in cmd.exe

When I try to pass a filename or path that contains non-Latin characters, GNU Arm Embedded fails to parse those correctly:

C:\Users\Carles\src>c:\gnuarmemb\bin\arm-none-eabi-gcc.exe c:\Users\Carles\src\tmp\我能吞下玻璃而不伤身体\zephyr\misc\empty_file.c
arm-none-eabi-gcc.exe: error: c:\Users\Carles\src\tmp\???????????\zephyr\misc\empty_file.c: Invalid argument
arm-none-eabi-gcc.exe: fatal error: no input files
compilation terminated.
