Installer creates wrong key in Windows registry

Bug Description

Windows installer used to create a registry key "ARM/GNU Tools for ARM Embedded Processors" containing the toolchain install location. This worked back in 2019-q4, however recent releases apparently fail to expand some variable, and create a key named "ARM/${AppRootNameStr}" instead.

Steps to reproduce:
1. Run the Windows installer (for example 10-2020-q4)
2. Look in HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\ARM\
