Bug Description
I kill the service "glance-api" when creating a image.
After i restart the service, i find this image stay in "saving" status.
I'd like it to hold a "killed" status.

I tested on the trunk code and reproduce this bug.
1. glance image-create --name="testOS" --is-public=true --disk-format=qcow2 --container-
2. glance image-list -> check saving status
3. kill glance-api
4. restart glance-api
