Bug Description

The glance-cache-manage command was removed in Rocky but its documentation was not.

Also, the doc/source/cli/header.txt still contains Queens info. Has:
:Date: 2018-02-28
:Version: 16.0.0

Should have:
:Date: 2018-08-30
:Version: 17.0.0

This will need to be fixed differently in Rocky and in master.

In Rocky: just remove the cache-manage doc file and update the header.txt

In master: try to figure out a way to get the date/version info into the doc build automatically. Otherwise, add a task to the Release CPL doc to make sure the release manager updates this manually at the time the stable branch is cut.

    Removed glancecachemanage.rst and updated header.txt.

    Removed glancecachemanage.rst because the glance-cache-manage
    command was removed. Updated Date and Version in the header.txt
    to correct values.
