Panel hides bottom part of maximized window in dual screen

Bug Description
While in dual screen, using "xrandr --output VGA --above LVDS --auto --output LVDS --auto", bottom part of maximized windows are hidden by bottom panel.
Didn't use to be such a big deal, but since disabling ability to move panels around in 9.04, it has forced me to delete bottom panel.

Same here.
It's annoying. I'm also using a VirtualBox VM for work in seamless mode, and the Windows taskbar of course also is hidden behind the gnome panel (or the other way around).

So a workaround would be to have the panel on the side — but that's not very practicable.
Would be great if this bug could be fixed.
