Bug Description
We should add the proper validation to the RMD so that it can work standalone (eg. without implicit driver running).
One example of this issue is that L2 policy creation is accepted even without referencing a L3_Policy. Although this is valid from a Database stand point, the RMD will not be able to provision a subsequent neutron subnet (from a PTG) without having an address pool (provided by L3P).
