Bug Description
There are cases in which some Service Chain combinations shouldn't be provided/consumed by policy entity.
One example is how it doesn't make sense for an External Policy to provide a PRS that redirects to a Load Balancer (EPs don't have policy targets).
Today our SC drivers don't do any validation of this kind.
