Update policy target group with redirect PRS fails to trigger service chain instance creation

Bug Description

Observation :

We observed the following issue during PTG update with redirect PRS for existing PTGs.
After upgrading GBP packages, all old PTG details still have "enforce_service_chains" field value NULL in "gp_group_proxy_mappings" database table.

GBP chain mapping driver, is expecting the value of "enforce_service_chains" as True or False. Since NULL is being passed it is not triggering service chain creation (instance creation) though the PTG update is successful.
