Bug Description
There are multiple Heat endpoints/actions governed by the same policy (e.g., both list events and list resources events are governed by "events:show"), which prevents users from having more granular control over policy files. Also, some of the policy names (e.g., "actions:action") are not very intuitive and don't give the user an idea of what endpoints/actions they might control.
