Keymaterial should be refreshed periodically.

This is especially required for long-running instances of hipd and will require both timer-based as well as throughput-based refreshes.

Rekeying may also affect mobility. New SPIs and keymat index are communicated in UPDATE messages. When locators are changing (mobility), a host may also rekey at the same time (using the same UPDATE messages).

7. HIPL sends new keymat index in ESP_INFO but uses old keys (suggest HIPL fix)
