RFE: Filter for ideas with blueprints

Bug Description

It is currently possible to sort ideas by importance and date (latest first). It should also be possible to show only those ideas that have blueprint links. This encourages a focus on the blueprint process and gives you a view of the ideas that are on track to being implemented.

It could be as simple as another link in the 'Brainstorming' box, 'Ideas with blueprints' and simply sort them by popularity.

This could be extended to having more categories (ie. for kubuntu, xubuntu) or implementing tags (easier).

Actually, the distro team would like a view of the ideas _without_ blueprints so that they can use that for collecting ideas for UDS sessions. In some cases there are placeholder blueprints with no actual content, which should possibly be treated similarly to 'no-blueprint'.

This is really part of a much bigger question of how we monitor blueprints in LP on the brainstorm site. One reason is that users want to see how their idea is going. Also when an idea is speced out but not being worked on it should be possible to promote that to the community as a good devel project to start on. Hm, sounds like all this needs a spec (I'll start one).

We are using python-launchpad-bugs as backend so we can access almost all properties of the blueprints, how would you define "no-blueprint" in term of priority/definition/implementation ?
