[wishlist] add an option to show a popup when the max frequency changes

Bug Description

It would be greater if a popup could be displayed when the CPU freq changes. It should be an option.

Frequency can change very often, a notification would be annoying in this case, don't you think?

Indeed, in fact what I mean is that sometimes the processor can be block at a given freq. For instance my DELL laptop goes down to a max frequency of 3ghz to 2ghz or 1ghz or even less when the temperature is too high. The notification should appear in such case when the max frequency of the CPU changes.

For information, the current max level of the CPU is there:
/sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_max_freq

It is when this value changes that I think a notification can be displayed.

Moreover, I think that when the max level goes down, the items of the indicator corresponding to the no more available frequency should be greyed out and no more clickable.
