[regression] Scrolling over the volume indicator should optionally show the notify-osd

Bug Description

The sound indicator should respect the show-notify-osd-on-scroll gsettings option of com.canonical.indicator.sound and show a notify-osd that indicates the current volume value when scrolling over it.
This feature went away after the recent refactory of the indicator.

Do we have UI to set this key anywhere? Is it enabled by default? If not, should it be?

Lars, no I guess we don't have UI yet... Probably it could be controlled from the audio options of the UCC, but as there are no options yet for controlling the UI there, I guess it should probably re-designed if we want some power over it...
