when deciding not to import a bitmap, Inkscape punishes you

Bug Description

Inkscape punishes me with a error message if I decide to click cancel in the dialog where it asks me to link or embed (and that irritating too, but I saw #555234 was already open about that issue).

The error message I get is:
"Failed to load the requested file name-of-file"

I have amended the info in bug #426763 to make it more general. Marking this as a duplicate

Reverting the duplicate status because the committed fix for bug #426763 only addresses PDF import, but not the import of bitmap images.
