To be expected - as you know from the older reports you already read and commented on - this is a known issue in current stable releases, and will be fixed in the next major release (0.49). There was no need to file yet another new bug report about the same bug.

Note: The fixes in current trunk for issues like bug #190557 and bug #212768 will not be backported to the stable release branch since there has been too much refactoring of the underlying code.

For workarounds in current stable: there are various other ways to precisely adjust/edit the geometric dimensions of rectangles and other objects besides _scaling_ a selection of one or more objects with the select tool by changing the width/height of the current selection numerically.

Consider for example
- using node snapping to grid (or to numerically positioned guides) while scaling the selection with the mouse
- using the shape (rectangle) tool and node tool to edit the geometry of objects (combined with node snapping)
- temporarily switching to the visual bounding box mode and removing the stroke before scaling the width and/or height of the selection numerically
