Undo also reverts snapping when snapping was changed with hotkey

Bug Description

Steps to reproduce:

1) Create a new document
2) draw a rectangle
3) toggle snapping with hotkey (%)
4) move the rectangle
5) undo (once)

the undo operation changes snapping back to the state before 3). This does not happen if snapping was toggled by pressing the toolbar button instead of the hotkey. Expected behaviour would be that snapping is unaffected by undo or at least reverting the snapping setting takes one more undo step.

Confirmed in r12832 on linux mint 15 cinnamon 32bit,

it also happens if one toggles the snap setting from the menu, view > snap
before moving the rectangle and pressing undo.
