Text shortcuts on "Save changes" window don't work

Bug Description

Inkscape 0.48.4 r9939
Windows 7 x64

Steps to reproduce:
1. Open any SVG file.
2. Change anything on the file (like lock a layer or unlock one)
3. Close the window to display the save changes window.

What happens:
If I'm using the keyboard to close Inkscape and I attempt to hit the corresponding underlined keyboard key to either save the file or close without changing anything, Inkscape doesn't do anything. I have to use the right/left arrows to access the other buttons if I don't feel like using my mouse.

What should happen:
If I wanted to just close Inkscape and not save the changes to my file, hitting the "w" button when the save changes window is displayed should just work like other programs.

If the shortcuts in the save changes window aren't suppose to work, can the letters at least not be underlined? Would save some headaches since almost all other programs in Windows have the underlined key shortcuts and they just "work". Thanks. :)

The underlines indicating mnemonics keys normally are accessed in combination with the 'Alt' key - same as elsewhere in GTK+-based applications (across platforms).

There are gtk settings which dis-/enable showing the underlines always/only when 'Alt' is pressed (gtk-auto-mnemonics), or en-/disable them altogether (gtk-enable-mnemonics) - this could be predefined in the gtkrc file used for creating the Windows package:

else users could adjust it as preferred after installing Inkscape.

Just tested with some other Windows applications: MS ones and LibreOffice work with single key shortcuts, but Gimp (not surprisingly) requires Alt+key.
I'm not sure how we could fix it. Maybe with a specific gtkrc keybinding.
