keyboard zoom (+/-) should take cursor position into account

Bug Description

Current behavior zooms in on the middle. I think that a cursor-dependent zoom would be more useful, matching the scroll-wheel behavior. The old behavior can be kept as an option.

Actually, the reason why this behavior seemed useful is that trackpoints don't have a scroll wheel. I believe that some tablets also have trouble scrolling. In both of these cases, users have control over the cursor and use the +/- keys to zoom.

If implemented the requested changed behavior should be an option, and the current 'zoom in to center of view' should be kept as default.

I acquired a nifty piece of software (tpmiddle) that lets my trackpoint send scroll events, except that they aren't picked up by Inkscape. So now, for my individual use case (trackpoint), fixing bug 1338188 is a better solution and would make the behavior described in this bug unnecessary.

I think it would be better to wait for some other use case before implementing the behavior described here.
