Controls bar, the left most label, needs a fixed width

The left most label on the controls bar for the
shape tools changes width, when one selects and
deselects a shape.

Select the rectangle tool,
the control bars left most label says "New:",
draw a rectangle,
the label changes to "Change:",
and the inputboxes get pushed to the right,

to alternate between the labels,
with the rectangle tool still active,
click outside the rectangle,
the inputboxes shifts to the left,
click on the rectangle,
the inputboxes shifts to the right,

the label area should probably have a
fixed size matching the "Change:" label.

These are the only tools that have a bold font on their left most label,
Rectangle,
Ellipse,
Stars and polygons
and
Spiral,

the other once have a regular font,
and the gradient tool which also has a "New:" label,
doesn't change to "Change:"
when a gradient is selected.
