[win32, win64] Update libcdr to 0.1.2 version from 0.0.14

Unlinked from bug #1323592 (0.91.x and trunk now support compiling with older and newer (liberevenge-based) versions of libwpg, libcdr and libvisio).

Updates for the Windows devlibs (32bit, 64bit) to latest libcdr | libvisio | libwpg versions (all now based on librevenge) have not been done yet.

It will be so awesome if you can update libs in inkscape. its still 0.0.14 and 0.31 version that is out of date. LibCDR already have version 1.59 and LibVisio 1.3.2 https://launchpad.net/ubuntu/+source/libvisio

Work in progress. Updating libcdr and libvisio require adding gperf and librevenge libraries, and updating zlib and boost.
Everything is now compiled locally, but I still need to put it in the devlibs, update the build.xml file and test (with 0.91 and trunk).

libcdr updated to version 0.1.2 in devlibs r57, Inkscape trunk r14567 and 0.91.x r13854.
libvisio updated to version 0.1.5 in devlibs r58, Inkscape trunk r14568 and 0.91.x r13855.

Fixed in devlibs64 r26
