Bug Description
Replicate
1. Start Inkscape
2. File >> Open
3. Use a URL as the Location: http://
4. Click Open
Expected Results
The image is downloaded and read into Inkscape.
Actual Results
Failed to load the requested file http://
Additional Details
The image loads fine in a web browser and in the GIMP (opening via the URL).

AFAICT opening remote relocations via GUI and CLI doesn't work for bitmap images (ok for SVG files):
This works:
$ inkscape https:/
This fails (console message: GdkPixbuf loader failed):
$ inkscape https:/
