Layers with Hebrew names cause keyboard shortcuts to not work

Bug Description

Ubuntu 14.04 (Just upgraded from 12.04, but I do not think this has anything to do with the bug).
Inkscape 0.48

Description of the bug:
When one or more layers are given a name in Hebrew the keyboard shortcuts (Ctrl+x, Ctrl+c, Ctrl+s, Ctrl+z, etc..) stop working. The same command do work from the menus. Once the names are set back in English everything goes back to normal.

Reproduction:
1. Open new document.
2. Create any object.
3. Open layers display (Layer-> Layers...)
4. Change layer name to Hebrew. eg. עברית
5. Choose object and try Ctrl+x or any other keyboard shortcut. This will fail.
6. Rename the layer back to any English text.
7. Choose object and try Ctrl+x. It will work this time.

This is a very minor bug with a very simple workaround, but still worth submitting I think.

I can not reproduce with either 0.48.x or current trunk on Ubuntu Utopic.

Ok, I tried it again on another computer and noticed that the bug is
different than what I thought -
It has nothing to do with layers, but with being in Hebrew input mode in
the keyboard.
You could not reproduce since you probably copy pasted my Hebrew and didn't
change keyboard input mode.
I'll note that other programs don't exhibit this problem. Inkscape is the
first I encountered that is sensitive to input modes.
Should I close this bug report and open a new one?

Based on the mentioned details, this seems like the same issue already tracked in

I confirm it happens also with LibreOffice now. Apparently because I upgraded to 14.04.
I will mark as duplicate.
