Bug Description
In Windows 8.1 x64, I just imported attached svg by drag and drop to Inkscape 0.91pre2 r13516.
Compared to IE11 and firefox, it seems center circle of svg is misplaced.

Reproduced on Windows XP, Inkscape 0.45.1, 0.48.5 and 0.91.x rev. 13633.
Affects drag and drop and File>Import, but works as expected when the document is open with File>Open.
