Location changes if snap engaged and mouse moved

Bug Description

When an object is dragged and it snaps to a location, the object briefly changes position and snaps back when the mouse is moved. This creates a distracting flickering effect as the object briefly changes position and then snaps back. The same occurs when the cursor is moved over a snap location, for example with "handle to guide".

It would be better if the object or cursor stays in the snap location while in its proximity, regardless of mouse movement.

By the way, I noticed that if this setting is changed to 0, the problem disappears:
Set InkScape->Edit->Preferences->Behavior->Snapping->Delay = 0

However, I think the bug report is still valid as even when a delay is set, the snap cursor or selected object still shouldn't move away from the snap location when you move the cursor.

To me, this flickering effect is worse with Inkscape 0.91, 64-bit, than with Inkscape 0.91, 32-bit (using the same image to test, and on Win7, 64-bit). Of course this is anecdotal, and I don't know how to get confirmable facts about it. But if there's a way, I'll be glad to test :-)
