Transformations are ignored when separated by comma

Bug Description

Meanwhile I was trying to open an SVG generated from here:

http://www.ncbi.nlm.nih.gov/projects/genome/assembly/grc/human/index.shtml

(for instance: http://www.ncbi.nlm.nih.gov/projects/sviewer/ncfetch.cgi?key=NCID_1_51689805_130.14.18.128_9147_1431446410_466860242&filename=ideogram_GRCh38p3.svg&fmt=image%2Fsvg%2Bxml)

the image was completely garbled. As the SVG is correctly drawn in Firefox, I dug into the problem, and I realized that all the transformations inside the document were separated by comma (which is correct) instead of space. I replaced all the separating commas by spaces, and then Inkscape drew it properly (added original file as attachment).

librsvg seems to have the same bug, as rsvg-convert generates something similar.
