[Windows] Inkscape doesn't see fonts that installed "by shortcuts"

Bug Description
If you install any font by shortcuts, a.k.a. not copying font files to Windows\Fonts, inkscape doesn't see it.
Inkscape only see those installed by normal method.
This only affects on the new 0.91, not 0.48.
This affects both win32 and win64 binary.
