Tiled clones trace dialog handle background as black

Bug Description

The dialog get the default background color as R=0,G=0,B=0,A=0. Full transparent black. When realy is nearest to a full transparent white.
This give problems like picking by color not get difference from a black image or the background.
Atached a svg to test case.
Is a easy fix bug.

So this is wrong in the dropper tool too? The dropper tool also picks fully transparent black from the document background (unless 'Pick' and 'Assign' are turned off).

The proposed change might need a consistency check with regard to Inkscape's handling of the document background in general for operations which trace color, opacity underneath the cursor position.

Reproduced with Inkscape 0.47, 0.48.5, 0.91 and 0.91+devel r14437.

The only combination to differ between transparent document background (picked as fully transparent black) and a black color traced in SVG objects on-canvas is with 'Pick Opacity' and 'Apply Color and Opacity', where clones partially covering document background areas are drawn partially transparent.

I Attach a better file. This behabiour you tell is correct, because the opacity is computed by clone bounding box and if partialy cover is normal give diferent opacities value depending of the black/white proportion down the clone.

To me the problem, is if you pick color and clone over background the clones becomes black when the the user, I think, expect a white clone(maybe with transparency). To me in not easy undertable, and give a big level of confussion using the tool.

Also i lost in the tool a inverse scale option but this is another history.

Also can be a option in the CloneTiler to pick color for clone center instead a average color from bounding box, also another history
