Drop Shadow Filter doesn't work in Letter template

Bug Description
The Drop Shadow filter does not work in a document that was created with the Letter or Letter Landscape templates included with Inkscape 0.91
Steps to replicate
-Open Inkscape
-Select File>Templates
-select Letter or Letter Landscape and click Create from Template
(or use any document or template derived from the Letter templates)
-draw and/or select an object
-Select Filters>Shadows and Glows>Drop Shadows
-Set parameters and apply
Status bar reports that filter is applied, but there is no visible change to the image
This bug has been observed with MacOS 10.7.5 and Inkscape 0.91 r13725
and MacOS 10.11. and Inkscape 0.91 13725
Other users at Inkscapeforums.com verified the same behavior on their machines with other OSs

Reproduced on Xubuntu 15.10, Inkscape 0.91 and trunk rev. 14861.
The parameters don't use pixels as written in the filter's dialog box, but inches (or the default document unit if different).
As a workaround, you can set very low values, but it's not very handy.
