Create path from group of line segments

In some old EPS files I've been working with I've come across the situation where what should be a path is in effect a set of indvidual line segments.

Whilst it's possible to "rejoin" these into paths, it's very time consuming (and doing a Union operation didn't have the desired effect.

Would it be possible to have a script which built a path from indvidual line segments, merging adjacent nodes based on a tolerance distance, so that I can clean up such files more quickly...

I've attached the original EPS ( Which is a diagram from the UK Traffic Signs Manual, nominally under the terms of the UK Open Government License.)

I will also be attaching my manual cleanup of the file.
