NextWindow and PrevWindow do not change window when using the cli

Bug Description
When I enter this command :
inkscape --verb=NextWindow --verb=
I expect to have:
- all the elements of bar.svg pasted in place in foo.svg.
But I have:
- all the elements of foo.svg pasted in place in foo.svg
- all the elements of bar.svg pasted in place in bar.svg.
Details:
- Inkscape version: 0.91 r13725 (Nov 1 2015)
- OS version: Archlinux, 4.2.5-1-ARCH #1 SMP PREEMPT Tue Oct 27 08:13:28 CET 2015 x86_64 GNU/Linux
PS I love this scripting feature, thanks for creating / maintaining this creative tool!

As an additional information, trying these commands fail the way:
inkscape --verb=FileOpen --verb=NextWindow --verb=
inkscape --verb=FileOpen --verb=FileOpen --verb=NextWindow --verb=
