Layers related verbs don't work correctly

Bug reproduced on Windows 7, Inkscape 0.48.5, 0.91 and lp:inkscape/0.92.x rev. 15283.

Steps:
1. Copy the attach file to your computer.
2. Launch a command line interface.
3. Run the following command:
    $ inkscape.com --select="layer1" --verb LayerToggleHide layerstest.svg

Expected. The layer named "layer1" is hidden.
Actual. Both layers are visible.

Note that the bug seems to affect all layers command related to a specific layer, but NOT the ones that change all the layers (no problem with LayerHideAll).
Also note that selecting a layer from the command line selects the layer element in the XML tree whereas selecting a layer from the Layers dialog selects the layer in the layers list of the dialog, but NOT in the XML tree.
