Entereing Text: Adding a "+" per keyboard doesn't insert the +, but leads to zooming

Bug Description

Using the regular german keyboard layout works correctly, but I mainly use the Neo layout. There is a + sign in keyboard layer 4 (Neo provides 6 layers). Entering this sign doesn't work but enlarges the view, while the "−" sign (correct minus, not the standard small dash!) right next to the "+" sign works flawlessly. Maybe the holding the layer-4-key is recognized as holding the Ctrl key?

What is your OS and how have you installed neo?

On windows, having neo installed as actual keyboard layout (not the autohotkey script), the modifiers for the upper layers (caps lock, alt gr) do not work at all, at least for me. I have to switch to the normal qwertz layout to input any special character.

I use Fedora 25 with Neo preinstalled, sorry. Neo works perfectly fine elsewhere, so I'm pretty sure this is Inkscape-related.
