filter editor refuses to interact and update and other anomaly

Bug Description
Regression in 0.92 from 0.91.
Noticing this quite often, making "filter packs".
That is, making one filter chain, duplicating the filter and tweaking the primitive's settings.
So the process would go in 0.91 by copy-pasting one object, which would paste in a new filter in the filter editor as well.
That is broken for one.
Therefore, the way to go by in 0.92 is duplicating the object, duplicating the filter primitive, preferably renaming it,
and applying the new filter primitive on the duplicated object.
However with a bit more complex filter this step clears out the list of filters on the left and makes filter primitives unselectable.
It can go away by resizing the filter editor's window or some cases by scrolling with the mouse over the filter list but it's very annoying to waste minutes just because the dialog fails to display right.

This probably should be split into two separate reports:
1) copy&paste n o longer auto-forks filter effects (there might be an existing report about that)
2) regressions in the filter editor which freeze the UI if one of the lists has a scrollbar, and the filter count is updated (disappears e.g. when zooming in/out the canvas view, or scrolling in one of the filter editor dialog's panes). Possibly that's related to earlier reports (e.g. one about the Text&Font dialog freezing in a similar way).
