Report bug link crashing on first attempt

Bug Description

When user has installed Inkscape for the first time on a windows OS machine
and opens up Inkscape for the first time. If the user then goes to
Help->Report a bug, This C++ runtime error occurs.

Interestingly enough, it only happens on the very first time of opening
Inkscape. This error occurred twice for me, once when I first ran Inkscape
on my PC and another time when I ran it on my laptop for the first time.

Microsoft Windows XP Home with Service Pack 2
Asus A8JN, Core 2 Duo T5500 1.66Ghz, 512mb, 256mb GeForce Go 7300

Works fine on Linux. Can someone on win xp confirm this?

On winXP, inkscape Inkscape0801141510.7z, no problem, as for the 0.45.1 version.
A previous test with Inkscape0801060323.7z show me that inkscape did not find the path for python, but this was not a crash, only a warning message.
