Object snap occurs between parts which are covered by masking/clipping

Bug Description

I use "set clip" to hide the majority of a complicated arrangement of objects and then whilst moving the clipped part around the hidden objects and object parts still try to snap to other objects in the image.

As far as I know, this is normal and expected behavior. Although perhaps not very helpful.

Workarounds:
Snapping can be disabled in 2 ways (maybe 3). Click the first button on the snap toolbar (disables snapping entirely). Or, after you start to drag the clipped object, press the Shift key. Don't press Shift before moving it. Start moving, then press it (temporarily disables snapping).

(The possible third way, is to disable the particular snap options, if there are only a few. If a lot, probably not practical.)

Thanks for looking at this. I realise it's not a bug but I think it is an
oversight and maybe fixing it could be considered a feature request?
