embedded SVG font support

Bug Description

For editing and rendering svg across platforms,
the ability to select external svg fonts and/or an
"embeded" svg font file to include in some manner would
be a huge leap in platform rendering compatibility.

You could allow the addition of an external svg font
file reference to the current svg document from within the
font dialog, and for the tagging of them as "svgfont:
<some identifier>" in the font selection dialog for the
purposes of quick access on subsequent font-dialog use,
for example.

Inkscape must be able to

1 display SVG with embedded fonts

2 embed the currently used fonts into svg

3 extract the embedded font into a separate svg font file

I think fonts can be embedded like images using base64 in a
"data:" URL: See rfe 1224283.

No, SVG has a special syntax for embedded fonts, see the spec
