Font substitution dialog on file open

Bug Description
When a file is opened, some fonts used in the drawing
may not be available. It is preferable if Inkscape can
detect this condition and display a dialog so that the
user at least knows that there is a problem.
When I bring up Dialogs|Text and Font, Inkscape shows
the substitued font names, not the original font names;
this makes the problem even more serious because the
user (who may not be the author of the drawing) may not
know that there is a problem.
Also, fonts may be integral to the integrity of some
drawings, especially if dingbat fonts are used.

Now a warning is issued for each non-exact font match. In
the future i will probably add an editable table of font
substitutions in the preferences.
