textPath must be aligned within the length of the path

Bug Description

Create a text.
Create a path (say a circle).
Link path to text.
Change text alignment.
See the incorrectly clipped text.

This clipping is entirely per SVG standard. Batik shows it
the same way.

What we need to change is make textPath alignment change the
anchor, so it's aligned within the length of the path
instead of around the starting point. So I'm moving this to
RFEs.

To be considered:
Now that Inkscape has a GUI option for startOffset (>= 0.91) - how to prevent that an arbitrary offset chosen explicitly by the user is not overwritten by automatic adjustment of startOffset to keep the full text content visible based on the current alignment property?
