Visible Rotation center handle when rotating selection.

Bug Description

Currently the Rotation center handle is only visible
when the Selection tool in in use in Rotate/Skew mode.
Since the Rotation center is used when rotating via
keyboard or Transformation dialog (as of v0.44) it
should be visible more often. Bulia points out that it
should not be viewable all the time as its presence
makes it difficult to drag small objects without
dragging the Rotation center but that it could be made
visible when the keyboard is used for rotation or when
the Rotate tab is active in the Transform dialog.
Another idea would be to allow toggling it on/off.

I support the idea of the visible rotation center at 100%.
Also, having a keyboard shortcut to toggle on/off its
visibility is a possibility (as in Photoshop, CTRL-H toggles
on/off the bounding box visibility).

I noticed two things (hope not to be wrong)

- is not possible to rotate an element by an arbitrary angle, with the axis rotation not in the center.

- is not possible to rotate an element manually with the axis rotation not in the corners neither the center.

So It would be great to be able to set the axis rotation before the rotation itself. By default that rotation should be in the element center.

In Illustrator you can do it alt-clicking before the rotation starts.
