improve discoverability of Guideline editor

Bug Description
I think it would be nice if the dialog to edit the
position of a guideline was available not only on
double-click of the guideline, but also on right
click.
I needed that and I inspected various menus and
dialogs to find it without success. I had to ask on
#inkscape to find the solution. If it was in the
right-click menu I would have find it on my first
try. I think other users might be in the same
position.

(think pen users, also accessibility)
also making the feature available in a context menu is fine
but it cannot be the only way of doing something, and in
fact the inability to find anything suitable in a real big
part of the problem here
