Outline View - work on a per layer basis

Bug Description
If you could toggle outline view on a per layer basis
it would be really helpful when referencing other layers.
It could be accomplished by Alt+Clicking the layer's
visibility (eye) icon for example. Obviously we would
need an additional icon state for that too so it is
obvious.
