Bug Description

Add split panes to the UI
aka "multiple panes", "split views"

Having the option to split the desktop workspace window
into multiple panes will allow for multiple views on
the document in work.
This can be used to look at a detail region of the
drawing while simultaneously seeing the whole picture
for purposes of better overview.
Another use case is to simultaneously work on different
drawings which may be stored in seperate parts of the
same svg file. This will require further inkscape work
to support svgs multipage feature or to add a
proprietary extension.
This can also be very useful for the people who use
inkscape to draw more than one 2D paths and then input
them to POV-Ray to go 3D from there.

We already have "duplicate window" so you can easily arrange double view
of the same file.

"duplicate window" has the drawback of wasting screen space for another
instance of a full Inkscape window complete with toolbars, color selector
bar, frame, menu bar, tool bars. "Split panes" is more economic in these
terms.
Also, splitting the Inkscape workspace will keep the user's desktop
tidier.

given there exists a workaround of opening two different views side by
side as bulia has describe, it seems unlikely anyone will be rushing to
implement split panes, but patches are certainly welcome.

Gnumeric had a feature called Freeze Panes, which was a basic version of
"split panes". if you are a developer and want to try adding this feature
yourself you might look there as an example.
