noise filter color does not obey live preview

Bug Description
Inkscape 0.92.2 (5c3e80d, 2017-08-06)
Windows 7 64-bit Pro
Ubuntu 16.04
1) open inkscape
2) draw large black rectangle
3) select Filters-
4) check "Live preview" checkbox
5) click on "Noise color" tab
6) make changes to noise color, see that image is not updated
7) click "Live preview" off and then on again
8) at that point the noise color changes appear
