allow removal of overlapping with one obj. being stationary

Bug Description

Recently, I wanted to add a minimum distance between two objects and tried
the "Align and Distribute" dialog, specifically the "remove overlaps"
operation, with one object being stationary while doing so. That is (in the
two objects case), when the minimum distance is established, only one of
the two objects should move while the other should lock its position.

I imagine one way to do this would be by adding a "make the object
specified in `relative to' stationary".

I would see this more as a bug, as "Remove Overlap" does not honor the "Relative to:" setting.

Certainly "remove overlap" relative to page or drawing makes only sense if things are moved onto the page completely, but this would be a quite useful new way to use this feature.

@Christopher - it is not a bug: the "Relative to:" option in the dialog is part of the 'Align' commands section and not a global setting for the dialog. It would be useful though to extend the "Relative to:" option to all commands available in the 'Align and Distribute' dialog, even for aligning nodes in node-editing mode.
