again, that link does not work. If I try to download it, I get a Windows error message saying it could not be downloaded. could you provide an attachment in the form of a wmf file? I am attaching a sample file.

I am not able to reproduce the problem on Windows 10, Inkscape 0.92.3 (2405546, 2018-03-11)
- attached is a screenshot of the result I get when I view the file in MS Paint (just a portion of one corner)
- this view is consistent with what I get in IE11
- this is also consistent with Inkscape
All right. In the picture, the Russian text is shown in the wrong format. The Russian text is located just below the top line and on the left side of the sheet.
yes, I suspected that the display was probably wrong. The problem is that this is not specifically an Inkscape issue. It is an issue that is shared by all the software on my computers. I do not have any programs on my Windows 10, or Windows XP, machines that are capable of displaying this text correctly.
- could you indicate which software you are using that displays this correctly?
- also could you attach a screenshot of what this text is supposed to look like?
- also, which OS, and which version of Inkscape?

as far as I know, the short answer is no. Inkscape was developed primarily by Linux developers, not Windows.
however there are three things you could investigate.
1. inkscape --help
this well give you the command-line options that are available.
2. inkscape --verb-list
this will give you a list of verbs that can be included on the command line to perform operations on a file after it has been opened, and to silently close it if desired.
3. Python extensions. You can write your own Python extensions to be executed from the Inkscape Extensions menu, or from the File input/output menus.
