Inkscape version: Inkscape 0.92.3 (2405546, 2018-03-11)
System: Linux 4.15.0-36-generic #39-Ubuntu SMP Mon Sep 24 16:19:09 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux
The attached EMF has a subtle rendering/import problem - the first and second line of the title are swapped.
Not sure if this is related, but the setViewportExtEx record is set in the middle of the file (rec.no. 931) and the setWindowExtEx (rec.no. 934) has a negative height (-> flipped transformation), although the MS spec defines this as unsigned int.
The flipped transformation is reversed on each textOutW record via the scaling parameter.
