add "about the artist" tab to about dialog

Bug Description
It would be nice if the about dialog had another tab with a blurb about the artist who did the about screen artwork, and how they made it. The text could be taken from the about.svg metadata.

While it would be nice to have this feature for the release, there is no particular reason why it must be implemented for the release so I'm dropping the milestone.
Also, especially for features, we really need to have an Assignee for any bugs milestoned at this point in the release process.
