Make toolbar resizable

Bug Description

The toolbar in Inkscape on the left edge of the screen can be undocked, but remains a single column of icons.
I'm using it on the Asus Eee, where the vertical resolution is only 480px.
As you can see in the attached screenshot, it's usable, except for the toolbar. The detached Toolbar also can't be moved up and down, due to edge constraints of Gnome.
I'd like to suggest to either make the toolbar resizable in width, or add an option to have the tools display in two columns, which would already be sufficient to make all tools fit on the screen.
I can imagine a two column toolbar to be useful for people on higher resolutions too, similar to the classic Photoshop toolbar.

In the Misc section of the Inkscape Properties dialog, there is an option to make the icons smaller. I think it should then fit in a height of 480 (undocked).

I'm not sure that Inkscape is really usable at 800x480 though, as some of the dialogs are very large. If you find problems using Inkscape at this resolution, bug 168648 is probably the best place to comment.
