I can confirm that the attached file shows up in only one layer in Inkscape. However, I can find no evidence that this file actually has three layers. It is a .pdf file, not an .ai file.
Can you tell us what the names of the layers are in AI?

I am also having this sort of problem, specifically with layers. I thought that I was just missing something obvious in the import process but I've got four .ai files, all the same content but each saved in a different format (CS1-CS4). They each have nine layers. When I open these files in Inkscape, they look the same and all of the objects appear present, but the layer information is all gone.

Any other hints on this sort of thing? Operator error on my part? RtfM? Bug?

Thanks!
Andy P.
