Filters can't scale by a constant.

Bug Description

It's not possible to make filters (i.e. blur) scale by a constant - they are instead hardcoded to scale by the objects' size. Is it possible that a button to have them scale by a constant be added?

I am not quite sure, I understood correctly what you mean with "scale by constant". If you're looking for a similar toggle that exists for line widths, gradients and couple others, that toggle if that feature should be scaled with object, it could be doable. (though a bit of a mess: you'd end with several copies of same filter) If so, this is a duplicate of bug 172097

Then again, if you're looking for setting that effectively says "when I specify length of 5 in filter effects dialog, it should mean 5 document pixels", well, implementing that would be a major hurdle and not even completely doable in SVG.

No, for example, If I set the blur to 5 to objects, no matter how big the object is, I want the same amount of blur. That isn't possible currently.

One workaround is to copy an object with the filter you want another to have, and paste style onto that other object. Unfortunately it will also change the fill and stroke with it.
